Ukraine and the United States have discussed the possibility of providing Kyiv with security guarantees comparable to those outlined in Article 5 of the NATO treaty. Specific proposals have already been included in a document being developed by both sides.

Ukrainian President Volodymyr Zelensky announced this following talks with US special envoy Steve Witkoff in Oslo.

According to Zelensky, the discussions also covered territorial issues, sanctions against Russia, and a plan for Ukraine’s postwar reconstruction.

One of the key developments was the resumption of US intelligence sharing with Ukraine, including early warnings about Russian ballistic missile launches.

Zelensky also announced plans to continue talks with US Secretary of State Marco Rubio within the next 48 hours. The two have already discussed Starlink connectivity issues, interceptor missile supplies, and intelligence sharing. The Ukrainian president expressed hope that some of these issues could be resolved within two days.

Meanwhile, Witkoff is expected to travel to St. Petersburg on October 21 for talks with Russian President Vladimir Putin. Norwegian Prime Minister Jonas Gahr Støre explained that the US envoy would present Moscow with key proposals discussed in Oslo and attempt to lay the groundwork for a meeting between the leaders.

Zelensky separately emphasized that negotiations aimed at ending the war must involve Ukraine, the United States, and Russia. He rejected the possibility of a trilateral meeting involving only Washington, Moscow, and Beijing.

The Oslo talks therefore focused not only on potential conditions for ending the war but also on Ukraine’s future security arrangements, postwar reconstruction, and the restoration of US military support.
