The Kremlin has claimed that Russia’s ongoing strikes on Ukraine are the “price” Kyiv is allegedly paying for Ukrainian attacks on Russian territory in recent months. Kremlin spokesman Dmitry Peskov made the statement on September 28.

“Ukraine will have to pay the price for the actions that have taken place in recent months. This is what is happening now,” Peskov said when asked how Ukrainian strikes had affected Moscow’s position on potentially resuming negotiations.

He added that Russian forces would continue striking targets they deem appropriate.

The Kremlin spokesman also said Russia should act in a way that would discourage anyone from publicly announcing plans to deliver what he described as a “devastating strike” against the country.

Peskov’s remarks followed statements by Vladimir Putin on September 25. The Russian leader claimed that Moscow had been prepared to return to negotiations after Russia’s parliamentary elections but linked the Kremlin’s subsequent position to Ukrainian attacks on Moscow and other strikes inside Russia.

At the same time, Putin said Russia’s previous proposals for ending the war remained “on the table,” although Moscow would reassess them based on what it considers its own interests.

Peskov’s comments came amid renewed Russian attacks on Ukraine on September 28. In Kyiv, a Russian strike damaged a building of the National Academy of Sciences of Ukraine, and a woman was killed in the attack. Russian drones also targeted other Ukrainian regions that day.
