Russian forces launched a series of strikes on Ukraine’s energy and railway infrastructure, leaving approximately 280,000 households without electricity in the Dnipropetrovsk and Kyiv regions.
Ukrainian President Volodymyr Zelenskyy reported the attacks on October 31.
According to the president, Russian Shahed attack drones targeted a combined heat and power plant in Kyiv on the evening of October 30. Overnight, four electrical substations in the Dnipropetrovsk region came under attack, while a Russian drone struck a combined heat and power plant in Shostka, Sumy region, early in the morning.
Russian forces also targeted railway infrastructure in Dnipro and Kharkiv, as well as a gas distribution facility in the Dnipropetrovsk region.
The most severe power disruptions were reported in Dnipro and the surrounding region, where approximately 200,000 households were left without electricity. More than 80,000 additional households lost power in the Kyiv region.
Emergency repair crews are working to address the damage and restore electricity supplies.
Zelenskyy emphasized that Russia continues to target civilian infrastructure on a daily basis and urged international partners to increase pressure on Moscow.
“We need strong steps that genuinely move us toward peace. That means sanctions against the aggressor and new packages of support for Ukraine,” the president said.
He also warned of the risk of further Russian escalation in Europe if the international community fails to take decisive action.
